Charles was born, raised and educated in Minnesota, with a U of M degree custom designed for City and Regional Planning. As a "lake kid" he knew little about the Mississippi River until he moved to Winona at age 22 as Director of Planning. Over six years in Winona he assisted the Winona Port Authority with the design and execution of its strategy to grow the port to what it is today.
